Montenegro has implemented a modern and functional legal framework for games of chance after more than two decades. The Ministry of Finance states that the New Games of Chance, effective from August 14, aims to establish a system with stricter controls, clearer rules, and a focus on the public interest within the sector.
The law, the product of a comprehensive two-year study, replaces outdated regulations and was crafted through open dialogue with industry representatives, regulatory bodies, and civil society organizations. This reform introduces significant changes in three key areas:
- Advertising restrictions: New rules curb aggressive marketing for unregulated games of chance, with special attention to protecting minors and vulnerable groups. This aligns with leading international practices.
- Responsible business practices: The framework emphasizes prevention of abuse, anti-money-laundering measures, and efforts to reduce gambling addiction, promoting a more ethical sector overall.
- Enhanced oversight: Audit powers have been expanded and IT surveillance capabilities improved. The Ministry of Finance and the Gaming Sector emphasize collaboration with the industry, while prioritizing the public interest.
The Finance Ministry has clarified that the new provisions apply only to circumstances arising after the law comes into force, ensuring legal certainty and predictability for all stakeholders. The legislation is anticipated to bring long-term benefits to Montenegro’s economy and citizens by boosting transparency and better sector regulation. This reform reflects Montenegro’s commitment to a dynamic, modernized, and responsibly regulated gaming environment.
